Delta Team

Delta Team is a dayshift team that works from 0630 hours (6:30AM) to 1630 hours (4:30PM). Their scheduled days off are Thursday, Friday and Saturday. The Delta Team's Watch Commander is Captain Alvin Winham and his Lieutenants are Lt. Darrell Southerland and Lt. Larry Cochran.

 

 

Captain Alvin Winham Jr. was hired with the Lawton Police Department in May 1998. At the end of 1998 he was assigned to the Lawton Police Department Canine section as a Canine Handler. In 2000 he was assigned to the Lawton Police Department Tactical Team and is the current Tact Team Commander.

Captain Alvin Winham is defensive Tactics Instructor, Firearms Instructor, Rifle Instructor and a member of the Honor Guard. Alvin Winham was promoted to the rank of Captain in May 2012. Captain Alvin Winham is the current Watch Commander of Delta Team.

Captain Winham serves as the Tact Team Commander, Fleet Manager, Department Audit Coordinator and he sits on the Accident Review Board.

Lt. Larry Cochran began his career with the Lawton Police Department on May 6th 1998. He has served within the Uniform Division, Criminal Investigation Division, Professional Standards unit and the Special Operations unit. Lt. Cochran has also served on the departments Honor Guard and is currently serving as supervisor of the Crisis Negotiation Team.

Lt. Cochran has received numerous hours of continuing education to include Advanced Hostage Negotiations and Major Crime Scene Investigations. He has earned his advanced certification though the Council of Law Enforcement, Education and Training (CLEET) and numerous letters of commendations.

Lieutenant Southerland was hired by the Lawton Police Department in 1989 and in 2002, he was promoted to Lieutenant. During his service to the department, Lt. Southerland has served as a Team Leader on the Tactical Team, responding to hostage situations, search warrants, and apprehension of homicide suspects.

Lt. Southerland has received specialized training in tactical suituations and gang prevention and awareness. In 2006, Lt. Southerland was chosen to lead the Gang Task Force and in 2012 he received a Lifetime Achievement Award from the Oklahoma Gang Investigators Association. He also received the departments Meritorious Conduct Award in 2009.
